General Election, November 3, 1998
--Thomas County voters defeated
a bid to have alcohol served by the drink in the county, elected a new county
commissioner and voted with rest of the state the major statewide campaigns.
Forty-one percent of the 23,068 registered voters cast ballots in Thomas
County, or a turnout of 9,510.
--Thomas County voters in the whole county narrowly defeated a bid to have
alcohol served by the drink in unincorporated areas of the county. The vote was
N0-4,070-50.6% and YES-3,967-49.6%. Out of the 17 precincts in the county, 12
voted against the referendum: Barwick, Boston, Central, Coolidge, Ellabelle,
Fairgrounds, Merrillville, Metcalfe, Ochlocknee, Patten, Pavo and Scott.
Absentee voters also voted against the referendum. Voting in favor of the
referendum were Armory, Douglass, Harper. Jerger and Meigs.
--In the County Commission District 3 election, Republican Bobby Brown defeated
Democrat Bob Martin. Brown had 637-59.4% and Martin had 436-40.6%. Brown
carried Central, Ellabelle and Ochlocknee precincts and Martin carried the
Meigs precinct. Brown now takes the seat that Commissioner John Bulloch retired
from to move to the State Representative District 180 seat which he won in the
July primary.
--Thomas County voters followed the rest of the state by voting for Democrat
Roy Barnes for Governor. In the county, Barnes had 5,402 votes, or 58%.
Republican Guy Millner had 3,810, or 41%, of the vote in Thomas County.
Libertarian Jack Cashin had 108 votes, or .9%.
--For Lt. Governor, Thomas County also followed the state by voting for
Democrat Mark Taylor. Taylor had 5,840-63.4%, Republican Mitch Skandalakis had
3,194-34.7%, Libertarian Lloyd Russell had 145-1.5% and Reform party candidate
Mark Antieau had 75-.81%.
--For US Senate, Thomas County voters gave incumbent Republican Senator Paul
Coverdell a win as did the rest of the state. The county vote was Coverdell
with 5,097-55.4%, Democrat Michael Coles with 4,011-43.6% and Libertarian Bert
Loftman with 86-.93%.
--In the contest for the US Second Congressional District seat currently held
by Democrat Sanford Bishop, Thomas County voters gave a narrow nod to
Republican Joe McCormick despite a win district wide by Bishop. McCormick had
4,790-51.4% and Bishop had 4,532-48.6%. The only precincts won by Bishop were
Boston, Coolidge, Douglass, Harper, Meigs and Merrillville.
--In legislative races, the Thomas County vote went to the losers in two of the
districts. In State Senate District 8, the winner in that district, Democrat
Tim Golden, received in Thomas County 3,348-49.8%, Republican Norman Bennett
had 3.375-50.8%. In State House District 179, Democratic challenger Wallace
Sholar won the district from Republican incumbent Kermit Bates, but the Thomas
County vote was Bates 488-58.4%, Sholar 347-41.6%. In State Senate District 11,
Thomas County voters followed the district by giving the win to Democratic
incumbent Harold Ragan who had a county vote of 1,802-76.5%, with Republican
challenger Dean Burke with 554-23.5%
--Lauren "Bubba" McDonald, jr., defeated Jim Cole to keep his seat on
the state Public Service Commission in the special election runoff on November
24. In very light turnout across the state McDonald had 66%, Cole had
34%. In Thomas County, the special election runoff drew 394 voters out of over
22,000 registered voters for a turnout of under 5%. In Thomas County, Lauren
McDonald, jr., got 277 votes, 70.3%, to Jim Cole who got 112 votes, 28.4%.
There were more absentee votes cast than any of the precincts, 94. The precinct
with the largest number of voters was Scott with 44. The fewest voters were in
the Patten precinct where there were 7 voters and Douglass with 9 voters.
Governor Zell Miller appointed McDonald to the PSC earlier in the year to fill
the unexpired term of Mac Barber who quit to run for lieutenant governor. The
seat will come up for election again in 2002 for a full six year term.

--When voters went to the
polls in the general election, there were five ballot questions to vote on.
Among them, voters were asked in November to raise a tax on real estate
transactions for the state to buy land for parks and wildlife. The other
constitutional amendments asked voters to let an independent panel, apart from
the Legislature, set pay raises for state lawmakers and other top state
officials,. give protection to HOPE scholarships and other lottery-funded
programs with a constitutional amendment, fund a roadside beautification
program with fees from billboard companies when they cut trees on state right
of ways that block their highway signs, and impose extra fees on convicted
drunk drivers to help pay the medical bills of those who suffer head or spinal
cord injuries.
--The proposal on the real estate transfer tax would raise it from $1 per
$1,000 of property value to $2 per $1,000 on each sale. On the sale of a
$100,000 home it would produce $200 in transfer taxes with half that earmarked
for the proposed Land, Water, Wildlife and Recreation Heritage Fund. The
increase would likely raise $32 million a year. The tax would sunset in four
years but the Legislature could extend it.
--The salary commission would have a panel set salaries every two years for
lawmakers, the governor, lieutenant governor, Public Service Commission,
superior court judges, district attorneys and constitutional officers. The
Legislature instead of the governor would veto the salaries set by the
commission.
